I'm no Architect, and I certainly would break the rules by suggesting something outside of the city, but I would design A SIMPLE TRAIL THAT RUNS ALONG THE BACKSIDE OF COSTCO AT THE WATERFRONT.

You could also design a trail segment that runs between S 4th St and S 2nd st to replace the cobble road detour around the terminal building. Maybe I'd also design a no turn on red sign for the hot metal bridge intersection with Water St. Really, a covered area with a water fountain and basic bike tools/pump available (like at whole foods) would be nice. Probably located in or around the southside works, which is effectively the gateway to pittsburgh proper when arriving via the GAP. I'd love to see the same near the point.

I think I'd design something to ban motor vehicle traffic on that block - or at least the 100 feet or so between the driveway for the AE building and the corner. No reason they couldn't use Tunnel Street for any through traffic.

My other complaint about water street now is that people are parking along the hotel curb, blocking the lane, many facing counter to the flow of traffic.
