Penn Circle North Repaving

After all that work, Penn Circle North remains 4 lanes of one-way automobile traffic? Seriously?

I do see on the move-pgh plan that project RC-021 (Penn Circle Reconfiguration) and I-024 (Penn Ave/Penn Cir W Intersection Improvements) are priority 4, which means, maybe sometime in the next 20 years. Maybe people are unhappy with leaving this such a low priority and try to get this changed. http://planpgh.com/movepgh/projects

Replacing the Greenfield Avenue bridge on that plan is priority 5, meaning it'll happen in 20-25 years, but the city seems to think it'll happen in 2015. Redoing the East Liberty busway station is also priority 5. I think the new one is supposed to open in 2014. Seems like the priority rankings aren't such a great predictor of what actually gets built first.
