It may actually be much better for the dirty dozen. Full road closure. It's usually pretty easy to go around barriers on a bike. :-)

Inbound River Ave traffic might increase in the morning, but I am thinking that outbound traffic will significantly decrease. Most people are trying to get onto 28 from River Ave and now they won't be able to.

I've found most people I talk to about River Ave either don't know it exists, or where on earth it goes, or love keeping it a shortcut and act surprised when I bring it up.

I kinda wish the detour signs wouldn't mention River Avenue was open though. More along the lines of "31st bridge to Route 28 closed" without mentioning the sort of work-around.

"For the time being, traffic from the Lawrenceville side will be able to use the bridge to get to River Avenue but will not be able to continue to Route 28."

that sucks.
