I'd test it out by the abandoned train tracks between the river and the PTC. Those ARE abandoned right? Or does like the Arrow Concrete Company or other business under the Birmingham still actually use them?
PS: Do we know what gauge (width) of rail they would fit? If I recall my PA history I'm pretty sure you can find at least two, maybe even three different rail gauges...

I'm pretty sure GalvTech uses them.
We've been using standard gauge in the US for over 100 years, so tracks out there in remotely usable condition (other than some streetcar tracks you could find in certain roads around town) would be usable.

my roommate built his own railbike and has totally done this.
Looks like blankman's Sunday cruiser. If the outrigger was set to Pennsylvania trolley gauge you could run the T lines! Arlington would be pretty scary.
