As far as I know, there are no restrictions on the trails. I've ridden to a few concerts with no problem.

Riding at Hartwood and the Blues Festival
Does anyone know if the park restricts access to the trails during this weekend's blues festival? I'd like to ride tomorrow morning, and the gates open at 1:30 for the muzak. I'd be at the park well before that...

And to answer my own question, the park is completely open, at least as of about 30 minutes ago.
