I don't know, every time I invite someone to bike up the hill to my house, they cite a low bike-score as the reason they don't want to go. Maybe I just smell funny and they are being nice.

You've heard of Walkscore. Now weigh in on Bikescore
Personally I think some of the stuff getting voted for is bunk. Hills and weather have nothing to do with how bike-friendly a place is. To me it's all about policy, effort, infrastructure, community, fun events, access etc...
Anyway, there are some decent things to vote for. You can even make up your own.
